Right click on clip – ‘Speed’
Enter a Percent eg 50% for half speed.

For multi cam we are using Free run timecode (with offset) and scene detect. (Luckily I do not have to capture or edit this stuff but the editors seem happy)

I am not sure from your post what is not in synch.
Is it audio/video on each of your cameras?
Is it Video from the cameras to the second sound recording system?What cameras are you recording with , what format and what hardware are you capturing with ?
What are you capturing as ? (eg DV)

Eric : take a look at the Keyboard customisation menu. The Trim to CTI is in there and maybe many others you would like to use for your own work flow.
You will find a vast array of customiseable short cuts (and some glaring omissions).
I have customised a few to suit my workflow and they really make a difference.

“Split clips” – do you mean razor ? Ctrl -K (customise it to a single key if you want). Maybe you mean something different by “split clips”
There is a short cut for a Trim to the CTI position. Do not think there is one that extends to the CTI position though
You can drag the edit point in a number of ways including using the slip , slide, trim, rolling edit tools provided. Try CTRL Drag and Alt Drag for a start.
Your last request is too personalised to your work flow but copying & pasting clips is as easy as CTRL-C and CTRL-V

The source timecode is automatically captured with the DV

I concur with Alex.
Alternative if you were going to Protools for final mix etc is export an OMF . This automatically separates the tracks. – Of course you would need the Auto Duck OMF exporter plug in which by the way is brilliant (if not a little pricy.) Mine has paid for it self a few times over now.

Drag the tail or the head of the clip out as long as you want.

Select In and Out points in Source monitor
CTRL -P is the shortcut or use option from the clip menu.There is also and option to edit subclips ( allowing one to extend the length of a subclip once it has been made. (handy)

If I read you correctly, the technique you described a few posts up this thread is no longer the way to create a subclip in 2.0
