This was very popular in the 90’s ~ an authored CDROM
MacroMedia had the market on this.
I found the programming to much for me and hired out this service.
Probably could be done with Adobe Flash now.
You can also create this with HTML. Basically a website on a disc.

What size if your PSD?
Have you tried saving it as a PNG? or Targa?

When FCP creates the .mov files they are put on the drive(s) you set in scratch disc settings.

Are they on a Array?
External drives?
Internal drives?

This will affect playback.

When you say “scroll” do you mean in the L&T window?
I wouldn’t worry about that.

L&T the files in and have your “Capture Scratch” set up properly and your clips will play correctly.
Double converting/transcoding/compressing is not the answer.
