Hopefully someone else can chime in here about the data rate FCP shows. It’s not something to worry about.

The footage was shot DVCPRO HD. This is the highest setting those cameras shoot. There is no lower or higher data rate option.

The files are at their highest settings now – don’t worry about it.

This is real easy if the camera does not move.
Crop it out.
Mask.
Easier in AE in FCP.
If it’s still, heck, take it to PhotoShop. Even easier.
If you’re zooming in on the shot then, you’ll need to roto-scope, so to speak, mask out all the frames. I would do it in AE.

Do a test.
Try Mpeg SC
Then, Component out of DVD Player/up scaling.

If your timeline is rendered in some way, it might be pointing to the render files.

Can you re-link all the missing clips?

Ya, run em thru compressor and create the DV25 files.
Bring em into FCP and print to tape.
