Are you using Microsoft VISTA operating system? If so, that’s the culprit! If so switch to a PC using XP or Windows 7.

As additional input:

I am willing to do it by hand – this particular video is 14 minutes with about 10 bad spots ranging from a single frame to a 15 frames. My idea is to make it appear that the video is ‘frozen’ during those bad spots while the music plays on.
