The easiest way would be to parent your layer to a null, and then move the null. Your relative motion path for the original layer will remain unchanged when you move around the null object.

Try creating an adjustment layer at the top of your timeline with the Glow effect applied, and then ramp up the intensity of your glow, or you could also ramp the opacity of your adjustment layer. This may give you more of the camera flash you’re looking for.
