I had Adobe After Effects CS4, Windows XP SP2, I imported the video, as .avi format and rendered as video for windows(.avi). Hope that’s enough.

Try making a solid of any color, using the elipse tool, placing the solid over the guy you want to blur and use the mode Add. Press M two times like MM and feather the solid, so you can see the guy’s body/head. Press on the solid layer and go to effects and apply to blur. Should work, not sure tho.
