How about the fact that CS4 was hatched a long time before the Mac pro you are talking about was thought up, you might want to hit on someone in the mac forums to see if anyone has a fix. -
I wouldn’t worry about impressing clients with a b-roll cam, I’ve tricked them out with sunshades, aux lenses and small shotgun mics whether or not I use the mic and they can look impressive, I don’t use tape any more, I use compact flash recorders for the older tape cams and SDHC in the b-roll cams, another advantage is I’m no longer tied to changing tapes every hour, a 32gig compact flash will hold about 150min and will download for editing in 30min.

If you look at Canon’s pro page you will see they include three Vixia models as compact HD camcorders, the HF-Sxxx series, yes they are not as good lowlight as a 3chip camcorder, but I never had problems with older vixia tape models using them as B-roll footage in most situations, as far as different formats, I usually converted to a intermediate codec like cineform or Grass Valley HQ which made mixing formats a snap, minor touchup with global color correction usually took care of minor differences in the converted footage, most of the time I was using the smaller cam for wider shots on a tall tripod like monitoring the center aisle to get an overall view of the ceremony, which didn’t require much attention
https://www.usa.canon.com/cusa/professional/products/camcordersDSLRs can be problematic as event recording devices due to time limitations and lend themselves to more controlled shoots where continous footage is not required, they do work good for things like cameo footage at the receptions.

First you have to describe your system and platform, second what version of premiere you are using, for some versions it may be as simple as deleting temp files to free up space on harddrives, here is a link to some adobe solutions:

The HD-700 will only output 1080 60i via firewire, if the footage you have is true 24p it wouldn’t output, you may need a deck like a sony M35U, another solution is a canon vixia HV20/30/40 camcorders can playback also, the HV20/30 can playback only the HV40 can playback and record -
The video card isn’t going to matter too much as the nvidia card doesn’t meet the memory requirements so even the MPE playback hack isn’t going to work, so you will be using just the natural acceleration of CS5, if both the memory slots are filled on the dell the acer maybe the better one as it appears it’s using one slot for a 4gig mem chip, so you can add more memory, using a 64bit system you should a least have 6gigs of ram with CS5, that will free up a full 4gigs for work as CS5 and win7 64 tend to be memory hogs. Using external USB drives maybe able to get you 2 or 3 layer of source depending on the overall USB requirements, I prefer a laptop with a esata port though.

How are you planning to get DV into the notebooks?? capture elsewhere and use external disks to load?
