Here is a quick and dirty version using only standard plug-ins. Checker precomposed as a displacement map. Shift channels and blur to taste.

This functions the same for me in CS5 as it does in CS4, not sure what setting you have selected.

Looks like a particle system, perhaps Trapcode Particular and Trapcode Form.
Though this could have been done in a number of other applications like Cinema 4D or Maya.

If it fails with Multi processing off have you tried pre-renedering just the background?

Despite the long GOP issue in AVCHD I’d choose it over HDV in a heartbeat. I’ve done some shooting and editing in both formats and transcode to ProRes 422, the AVCHD holds up better depending on the frame rate and size you’re shooting.
The cameras were very different in my case a Sony HVR-Z1U and a Panasonic GH1 still camera with a fast lens.
I’ve had the best results in AVCHD at 720p/30, it transcodes better to 24p or 29.97 depending on your needs though you may be shooting 25p in Romania anyway. YMMV.

This might work. Not sure in your case.
If the animation is on a solid colored background as is the sample you provided you could use keylight to key out the background and use the edge softness and edge shrink/grow features to effectively feather the edge.

Use the Collect files feature in for both the CS3 and CS4 projects then import the aep files from CS3 and CS4 into a CS5 project. This has the advantage that links to all media should be maintained.
