Video glitch effect
Hello everyone first of all please watch the video below, at 0:06 to 0:07 a video glitch effect happens.
I was wondering how can i make this effect in after effects? I would expect that their must be some built in plugin which does that sort of thing but it would take ages to go sorting though them. So could you please explain how it could be done or what plugin? Thank you.

GenArt’s Sapphire, The Foundry’s Tinderbox or DigiEffects Damage. All of these sets have some sort of Bad TV effect.
You can cook up your own effect using AE’s displacement mapping.

Here is a quick and dirty version using only standard plug-ins. Checker precomposed as a displacement map. Shift channels and blur to taste.
