It has always been that way.
My first brush with this was when I first started editing on Avid.
Eventually it will just be a memory and story we all tell about, “Remember when we use to have to WAIT for rendering so LONG that they had a little “thermometer/timer” on the screen?”

I have always captured DV tapes via FW in “under 10 min.” sections.
That way, if I had any reason to re-capture, it would only be a 10-minute section.

That’s what I’m saying about the internal TC in FCP.
If each of these dubs is of continuous rolling footage, you can use a visual cue (first frame of second scene, for instance, or anything in a scene that is very distinctive) to call “00:00:00” on the Aux timecode of FCP, then you will have a time mark to call “zero” on each film.
But, all of this is moot if you are not going to scan everything on a film clip to high rez.
Without a locked reference, the off-line is useless (except to see what the finished cut MIGHT look like.)

Once captured, the clips will have TC inside FCP.

Can’t diagnose over the web, but it sounds like it needs a “lube.”
UVW-1800’s require this periodically.(Usually they get stuck during the threading cycle, too.)
Contact a tech who services Sony… (s)he’ll know what to do.
Cost is affordable, if no parts have been damaged.
