You will get more detail for things in motion with a faster shutter speed, so do you need a faster frame rate to get a faster shutter speed?

I always use the File Import command. It has several options. I always the import Media option which imports files from wherever they are stored on my system, but I see there is also a Media from Project option. Perhaps that is what you are looking for.

If you know the people who spoke in your clip, Vegas does support ADR (Automatic Dialogue Replacement) quite well. I once replaced all of the voices in a clip from Star Wars with this feature. That is how Hollywood obtains flawless dialogue in a movie as you probably know.

Why do you think you need to convert your video files? You should probably try your files in Vegas before deciding that they need to be converted. Do not install any codec packs.

For photos or scans, I usually set the resolution to twice the video resolution to allow for some zooming. You should probably figure out how much you will be zooming in, and set the scan or photo resolution accordingly.
For 8mm movies, you will need one of two things. A projector with a variable speed control, or a video camera that can be adjusted to match the projector’s speed. You will need one of these capabilities to keep the image from rolling when captured by the video camera.

After adding all those codec packs, it is very unlikely that Vegas is the cause of your problem. It is also very unlikely that anyone can help you solve the problem except to advise you on how to recover from the installation of all those codec packs.

I don’t watch porn. Period. That was porn. You don’t have to show all the nitty, gritty details to have porn. So no, I did not watch the entire video and I do not plan to do so. If you can make a rational argument, you do not need porn to do so. Using it simply alienates part of your potential audience. If what you are defending is the ability of porn producers to distribute their product (why else would the clip show porn?), then I hope the net neutrality decision goes against you. One thing we do not need in this country is to facilitate access to porn.
I did not say, or suggest, that you made the video. You did advocate watching it.

Then again, maybe not. How about a video that doesn’t try to force me to watch porn? I AM NOT INTERESTED IN OR AMUSED BY PORN!! Clean it up, and maybe I’ll see what you have to say.

I think you are referring to using something like the audio compressor in Vegas. If that is the case, the video guys do not quite grasp what you are talking about. They are talking about video compression that occurs during the rendering process.
I generally do not compress music because you will lose the dynamic range that music is intended to have. However, I think most of the music we hear today is compressed to give it a lot more “punch” and to sound better. You have to consider both aspects of that question. I am usually concerned that very quiet sections of the music may need some compression so that the music can be heard in most real world situations, but that is a trade-off you have to make.
Dialogue or lectures are a very different story. I always compress that material to insure that it can be clearly heard. I become very irritated when the dialogue in movies drops so low in volume as to be unintelligible. That strikes me as very amateurish work.

PS: Photoshop is also extremely valuable to tell you how much of each primary color is used to produce the color you are trying to adjust. Again, a snapshot is used.
Also, when correcting, view the image on your primary intended display. Different devices will display colors in different ways, so you need to view and adjust the image on the target device. It should not be this way, but, unfortunately, it is.
