You should be able to import tracks from the audio CD using File/Import.

You can get a used DLT4000 on Ebay. You also need a SCSI board compatible with the slots on your G5.

For CSS, it’s up to the individual replicator’s policy to charge or not. The CSS keys are quite expensive and you need one for each PCG being encrypted. For competitive reasons, some replicators throw in the CSS encryption for free.
Macrovision requires the disc producer to execute a license ($$$) for each disc title. Also the authoring facility is supposed to have a Macrovision license (no cost but onerous reporting requirements) to even turn on the Macrovision option.
Macrovision 1 is the least secure/most user-friendly, Macrovision 3 is the most secure and problematic/least user-friendly. Many disc use Macrovision 2.

The first opportunity to check copy protection is on the check disc from the replicator. Always thoroughly check this disc in every possible way before you approve the replication run.

Whatever you need to do to create the .ac3 stream is the way to go. Not being an Encore user, I cannot advise you further on how specifically to accomplish that.

MPEG audio is not supported for NTSC DVD and many DVD players will not play it.

You can’t burn your project to DVD-R and transfer it to DLT. Your authoring software must create the DLT tapes, because only the authoring software knows where to place the layer break.
Used DLT drives can be purchased on Ebay for $100-200. Try to get a DLT-4000.
As far as squeezing five hours on DVD-9 goes, either you lower the bit rate so everything fits, or you can encode the video at half D1 or MPEG-1. I assume that your audio is already Dolby Digital. If not, you are wasting a huge amount of space with PCM audio.
