A pop-up menu is activated using the menu button on the Blu-ray player remote. If you were working in a spec-authoring app, you could write programming to force the pop-up menu to display at the beginning of playback, but Encore does not allow for custom programming.

If the laser diode in the player is weak, the player will have difficulty playing burned DVDs. This issue is usually the problem when a DVD player has difficulty playing all burned DVDs, but it will play all replicated DVDs without any problem.
I have seen laser diodes go weak in players as little as six months old.

When you load a clip into the source monitor, a set of track selector buttons for the source video and audio tracks appears. Turn off the audio tracks you do not need, and they will not be edited into the timeline. If you need only source tracks A1 and A2 in a two-track timeline, then turn off source tracks A3-A8, and they will not be added to your timeline.
If, for example, you want to edit A5 and A6 from your source onto A1 and A2 of your timeline, drag souce track A5 to record track A1 and A6 to A2 (track patching).

I think they are Torx screws. Auto parts stores have the drivers for these, as they are used extensively in vehicles.

What is the total of the file sizes of your encodes (h.264/MPEG-2 and your .ac3 audio)? Those cannot add up to more space than can be burned onto your blank Blu-ray disc (50Mb).
Authoring apps need 2-3x the size of the final disc in available hard drive space to hold the encodes, the built project and the .iso file.
Encore also transcodes MPEG-2 for DVD when you build a Blu-ray project, which can take up to another 8.5GB of hard drive space.

1080/23.976P is the universal standard for Blu-ray. Those discs will play correctly in both NTSC and PAL countries.

I do this all the time by copying and pasting between files. For example, to use a photo from my digital camera (approx. 5000×3000 pixels) as a DVD menu (720×480 pixels 72dpi), I open the file from the camera, copy the entire frame to the clipboard, then paste into a new 720×480 document. The pasted image will be much larger than the size of the frame. Use transform to resize and reposition as necessary to work in the target document.
Copying and pasting between documents automatically takes care of and difference in resolution (dpi), which will change the size of the pasted document larger or smaller to make the math work.

Do you get the Photoshop splash screen when you start the program? If so, notice that you can see what files are being loaded. You will probably find that the process goes south at one particular file. Note where the process hangs-up. Then get in touch with Adobe tech support.
If you don’t see the splash screen, then you have a really serious issue that may or may not be cured by reinstalling.
It sounds like you are installing from corrupt files.
Did anything in your machine get updated (software or hardware)?

If you are also making a DVD, then encode an MPEG-2 file in AME for the DVD. You can use the same Dolby .ac3 for both the Blu-ray and DVD.
