Try this first,
File > export > settings
In the setting menu go to “Keyframe and Rendering” on the left.
And then click the maximum bit rate button and the DEINTERLACE VIDEO FOOTAGE botton. Make sure you have that one checked for sure. But I say you should have them both on.
The problem you are seeing is the different fields in your interlaced video having a hard time keeping up with each other during motion.

So I did some research for you because at the moment at my job we are still using standard DV and I have only worked with HDV a few times, so this is not my strong point.-So, when capturing, did you go into the settings and make sure you can

What are you using to capture (digitize) the video?
One of the reasons you might only be getting that option is because you are not using the right equipment to capture the video. Are you using a standard DV tape player?
And don -
What frame rate did you shoot in?
What are your capturing settings?
In premiere is this the only time line open?I got the hottest beats and the softest fur.

You are correct, But if I want to use any uncompressed mode the million + option is gone.

Yeah,
Looks to me as a lot of lens flare effects, Glows, and maybe rotoscopeing combined with compositing.And the earth effect looks like he just used cc Sphere and some more lens flare.
From what I saw it does not look that difficult. Play with the lens flare and you can make a lot more then just the cheezy lens flare.
