Funny, worked great for me…
1. I installed 9c on my XP 32bit laptop.
2. Copied the 9c aviplug.dll (v1.2.0.10486 from Vegas Pro 9.0\FileIO Plug-Ins) to same location in 9d on my XP 32bit editing machine.
3. Rebooted, and all was well again.
Note: My 9d still wasn’t loading properly after trying the previous CTRL+SHIFT refresh tricks.
My last thought is that it might be a legacy Cineform issue. All of my current 1080p clips use the latest Cineform codec.

I had this Vegas 9d extreme project load time issue, too. After installing 9d, my Cineform 1080p projects took 15 minutes to load! WTF?! Then it started crashing… my precious Vegas. Crashing!
I felt doomed. Re-install 9c?! No! That’s for Final Cut lemmings! Vegas people never uninstall!
Then, from DVInfo.net:
“Just substitute the 9.0c version of aviplug.dll for the 9.0d version, and this problem no longer occurs…”

THIS WORKS. I’m running XP 32-bit, and I assume this is a Cineform bug, but hey, I could be wrong.
