Chapter markers only come over from Premiere on dvd compliant formats such as mpeg2-dvd and bluRay.
Or one has to set them in Encore if another format is used such as mp4.

Encore is part of Premiere CS6.

Although Encore is EOL its still available through the cloud/Premiere Pro CS6
All apps are available as trial versions EXCEPT Encore CS6.
There has never been a trial version of Encore.

Have you tried turning of the Work Area Bar and using the in and outpoint instead.
Is your graphics card driver up to date?
You could also restart computer and while holding down shift+alt open Premiere until welcome screen.

If you want to move a clips around that are not at the top of the timeline.
Select clip in the timeline, then go the Effect Controls and highlight the word Motion. Bounding box will appear in Progam Window.

That is correct as long you are on a trial you cannot get Encore.
You can install and use Premiere CS6 but there will be no Encore, does not come in trial version. Never has.

The warp stabilizer can do wonders, it cannot perform miracles.
In other words not every clip is suited to be stabilized.
