In the Preferences you can set the still image default duration to any amount of frames.
If you set it for 1 frame the 1200 stills will give you a sequence of 48 seconds in PAL or 40 seconds in ntsc.
Best is to convert the stills to framesize. This can be done in Photoshop as a batch.You also can scale the still down to framesize by scaling down one still, copiyng it in the timeline, selecting all the others and paste attributes. This will be a strain on you computer.

Capture with HDV Split much easier and will give you sceneselection.

Why do you want to deinterlace?
DVD’s do not need deinterlacing.
Only files for the web or pc need deinterlacing. -
The file needs to be converted to a format that Premiere likes like dv-avi.

DVD specs are 720×576/480 but your timeline is not.
So edit your hdv footage in a hdv timeline, when ready nest it in a SD timeline and scale the footage down to fit the frame.
Then you might be able to make a dvd menu.
I hope this works because i do not have Pro 2 installed anymore and test it for you. -
I do my CC through Dynamic Link (replace with AE comp) But is this option available with the Matrox, because it works realy fine.

Is it a real dv-avi(from a camera) or is it an avi with some exotic codec like divx?
The latter is not appreciated by Premiere. -
You can only upgrade to CS4.

Normally you do not install codecs because Premiere has everything you need.
Dont install codec packs they mess up your system.
The only codecs i can think of that are useful are a the ac3 filter, lagarith and hufyuv.
