Guessing you dont have Premiere CS6/Encore.

You will have to buy a authoring program such as:

If you export from Premiere with mpeg2-dvd preset Authoring Works wont re-encode.

If your source is HD, might want to consider Blu-ray

Don’t think you can edit old-fashioned DV footage on Catalina or Big Sur.

There is only one way to properly capture mini dv tape and that is over FIREWIRE.

Dont use s-video or analog you will lose image quality.

Get yourself an old Windows machine with firewire.

Capture your tapes with e.g. WinDV, then transcode them to Prores 422 HQ.

These files can be edited on the mac.

This usually happens with footage with variable framerate.

Convert with Handbrake to constant framerate before bringing it into Premiere.

HEVC is not meant to be edited. Highly compressed.

Best is to convert to prores first.
