I have ASLFoundation.dll in two folders on my system:
C:Program FilesAdobeAfter Effects 6.5Support Files
and
C:Program FilesAdobePremiere PRO 1.5The same applies to ASLConsole.dll and ASLUnittesting.dll
Both programs work normally, as well as Premiere 1.5.1

Capture in DV being a mere copy to HD of the digital data on the tape, there is no generation loss. Likewise, exporting the same unmodified A/V material to tape is again a copy of a bunch 1 and 0 without any loss.
You have generation loss only when your A/V clips are modified by decompression and recompresaiion when applying Transitions, Effects and/or Field changes and, of course, only the clip sections thus modified do, after a few compresion decompresion cycles, start showing generation loss.

ScLive of http://www.scenalyzer.com does not rely on the timecode written on the tape or/and on the time-stamps written at the beginning of every take.
I am afraid that nothing much you can do with your present tape other than re-capture with ScLive since the first timecodes written on a tape cannot be erased.

Alternatively, if you capture with Scenalyzer (www.scenalyzer.com) and go to Options you will have the choice between most possible formats of DV-AVI clips to capture with time-stamp or optical scene detection.

I just realized that you probably need to capture a movie, not stills.
There is no doubt that Camtasia is the tool to use to capture a video from the screen. If you want to save $$$, download Microsoft Media Encoder for free and try it. It will capture A/V from your desktop and produce good quality WMV clips.

Open the Paint program included in Windows and click on Edit > Paste: the captured window will show. Save it in the format of your choice: BMP and TIFF will do well. Import the resulting still in Premiere.

The Matrox Card and its drivers support the import of DVCPRO25 (not DVCPRO50) clips in Premiere 1.5, where they function exactly like any other DirectShow (Matrox AVI or Microsoft DV-NTSC (or PAL)) clips in term of RT properties in editing.

S and composite are analog video inputs whereas Premiere captures from digital (DV) tape. You need to make your takes on tape using a digital camera, install an OHCI IEEE 1394 (firewire)capture card and use the Premiere capture feature. The resulting clips may then be imported into Premiere from your HD.
There are also camcorders that will transform analog input into a DV output compatible with Premiere.
Alternatively, special capture cards, made by Matrox and Canopus, may capture directly from analog devices and transform the result into DV clips compatible with Premiere.
Finally there are devices made by Canopus and, I think Dazzle, that will transform analog capture into DV.

All MiniDV and Super8 cameras have hardware compression, as often said, “between the lens and the tape”. I have never seen the name of the compression algorithm burned into the hardware. One thing sure is that the characteristics of the clips captured from all DV makes and devices are the same, except for the important distinction between NTSC and PAL TV systems.
Video capture from tape with different cards copies , the digital signal to harddisk, without modifications in the case of DV AVI capture. Such capture also adds a header to the clip where, among others, a link is established between the clip and a compression decompresion codec to be used when required in editing, should it be using the Microsoft, Matrox, Canopus DV codecs etc.
With respect to the field dominance, Matrox uses Lower Field First for NTSC and Upper Field First for PAL. I also know that other NLEs always use Lower Field First, irrespective of NTSC or PAL.
I understand that there is some confusion in the interpretation of the DV Standard itself regarding this issue. That may create some problems with PAL editors that may, in cases, be forced to invert the field dominance when they use the same clips in utilities or editing systems that have different field dominance conventions.
