While I’m not familiar with your editing software (haven’t got the Vegas idea – where’s my rimshot?) Vegas is the video cousin of Sonic Foundry, and ought to have good EQ capabilities in its audio section. Boosting lows and getting rid of hiss are fairly basic operations.
I know someone who works for Sonic Foundry, so if you really get stuck maybe I can ask him a question or two, though I’d think EQ-ing a voice track is pretty basic stuff.
And frankly, your boss is being rather silly – there are boompoles alone that cost over $300. Renting for a one-time thing makes far, far more sense than buying something that isn’t even really designed to do what he’s asking you to do.

There are multiple companies doing this sort of thing. Create a file, place it in some sort of webcast-like format, send out a link to it, and people can watch it once or repeatedly. Most of them are in some way Flash-based.

For your budget I think you’re better off renting for the gig.

Sending links is far better.
Sending me video content unsolicited is a good way to make sure I block your email address immediately.
Your client may wish to reconsider the ill will this might generate.
Give your recipients the option, don’t inflict it on them.

I can get a fair amount of editing done at home. I cut an entire doc in my living room a few years ago, working late into the night, and continue to do this when it’s useful.
I also sometimes cut on my laptop at a client’s facility, in a room in the back, where I’m in there by myself and not around any phones or distractions.
It’s about uninterrupted time and concentration.
And YouSendIt is a very nice resource for properly sized approval copies.

I’d also skip the hyphenations.
Other than that, yes, larger first, reposition, and do check spelling.
Split it into two pages if necessary. Readable is better than a long time on one page.

Do you have access to Adobe OnLocation?
I use it for onsite long-form recording. Works great. It will take DV in and you have an edit-ready file after.
Naming clips is easy, give the first one a name and then it sequentially numbers them.

A few years ago, FedEx ran a Super Bowl spot that was SMPTE bars with a bit of audio hum and some font running over it, to the effect that someone had spent a boatload of cash to produce a spot and buy the avail, only to have failed to use FedEx to get the spot there on time.
My friends and I thought that one was very clever. And it certainly didn’t cost the earth to produce it. Running it? Of course…
