Something else is going on. When I tried to select the “empty” background, there were some areas that read as having something in them. And there was an area selected that had no (visible) picture information when I selected the mark on the left.
I’ve highlighted some of the strangeness here…

I’m using CS3 as well. Do your conversion, then select the red and feather the selection by the desired amount. You’ll get soft edges back that way.

Well, here’s what I got:
Take the green and blue all the way down, raise the red from “0” to 255.

If it’s that tape only you may be stuck with it.

Image > Adjustments > Curves…
Green and Blue all the way down to the bottom of the graph on the right, red up some from the left.
Do not use the RGB curve, break them out individually using the pulldown menu.

Have you asked them what format, resolution, and bitrate they want for their deliverables?
If not, that’s your first step.
Most of corporate America runs on Windows, and WMV playback is built in. If it’s for their network, that’s probably a good starting point. Then think about adding playback for devices, etc.

First, don’t even think about doing this without a preview monitor.
Second, a very real advantage of live camera operators is that you have (well, in most cases) someone who can, when not live to the screen/recorder, “fish” for shots that might not have occurred to you, because they are giving the whole of their attention to their shots, while you are also thinking of switching, recording, and other things.

Presuming it’s a solid graphics file with no transparent areas, here’s what you do:
1) Put the graphic file on a video track above all other content tracks.
2) Drag the duration out so that the still image is the same running time as your entire sequence.
3) Click on the graphic file to select it.
4) In the motion menu in “effects” select scale and reduce it to the size you want it.
5) Grab your file with your cursor and drag it to its position. Make sure keyframing is not selected – it will then be where you want it and stay there for the duration of your show.
