I’m video news editor so I use it mostly for receiving news material for daily broadcast. There website is very easy to use. Its has search fairly easy user interface. I cant give you an answer about pay thing, thats handle by the station I assume. My workflow goes like this. My producer gives pathfire/CNN for origin of video. I go to pathfire website sign in, find my video route it in to my computer. When I select my video in pathfire it creates a dub by downloading the video into preselected format set by station. As soon as dub is done I pull up Avid (I’d rather use FCP, but if it wasn’t for the instability of windows engineers wouldn’t have a job right?–easy people just a joke.) and capture my source. The whole process only takes a couple minutes. Not really sure if that answers your questions, but thats how I use it. You should contact pathfire to see if they can help you out, or locate someone by you that uses the service so you can see it in action.
