Use the Scale effect to zoom into a clip.
You will also find links to many free tutorials in the PremiereProPedia that will quickly show you how things are done in Premiere Pro.

Scale is found in the “Adobe Motion” effect which is already on each video clip, just open it to adjust, can also be keyframed for motion
