  Why does my adjustment layer not adjust anything?

  I have an adjustment layer sitting above everything. It has level and HSL adjustments in it. However, it doesn’t seem to be affecting anything below it? Why is that? What have I done wrong?

  Even if I delete this layer and turn the top footage layer into an adjustment layer it doesn’t seem to affect anything below it.

  Please help.
