 open flat 23.976fps file in the scene cut detector (8.2.2);
 Detect scenes, Split;
 Export an XML from a conform page
 Import an XML into a program of choice
 Observe a 24fps timeline populated by 23.980 clips.
 WTF?

    Upon further investigation I have found that the issue was with a Cineform Codec. Cineform encoded file was reporting different things to different apps. What would appear as 23.976 in some apps was incorrectly reported to Resolve as a 23.980.
