  Why can’t I digital cut a HD Project?

  I am having a problem making a digital cut from an HD project. The Project is 720/60fps when I tried digital cut the final master avid
  tells me to I must transcode it first. so I transcode and it still doesn’t allow me to digital cut to tape. I had to sort of crash recorded it to tape that worked but no time code control.
