Hey, I have tried changing every setting in the file > Export > Quicktime > H.264…and the file size barely changes…any reason? Do I change bitrate anywhere else besides export?

That export interface is legacy and not sure why they left it in.
File>Export>Adobe Media Encoder and then choose H264 as the Format. This will give you complete control of the bitrate.

Alright…I just did that…and now my exported movie is back to skipping a lot and having poor PLAYING FPS…my original file is 59.94fps…I exported using 59.94fps…my exported file says it is 59.94 FPS…but the playing fps is very low as it plays.

It’s now possible that your computer is not fast enough to playback the new video data rate.
It could be related to a number of things.
RAM minimum 2Gig, no other apps open.
HDD speed minimum 7200rpm on a dedicated drive (sep to the OS).
Ext. USB even at USB2 is crap for high data rate video playback.
CPU is not quick enough. (Core 2 Duo minimum)
Welcome to the world of HD. It requires much more computer guts.

Try importing the clip into Premiere and rendering it. THat might get the playback working enough to show you if it runs right.
Keep playing with the AME (Adobe Media Encoder) settings to see if a lower data rate helps with playback, foregoing the quality.

Whats the bitrate of the original file?
Is the export using the same bitrate?
Because the footage you are using is already compressed, exporting to the same codec (H.264) will incur some recompression = loss.

The original files bitrate is 5.xx MB/SEC bitrate…so is the new file export.
