  Who sets video format/codec standards (Primarily US)?

  Is there a consortium that sets standards for formats, codecs, video etc.? I find that learning from authoritative sources can sometimes be more effective than learning from books or people who are merely quoting others.

  I’m interested in learning all about formats, codecs, bitrate etc. and am looking for a source that is objective, theoretical and reliable.
