Where can you find “”Per-Character Text Blur” effect?

As I can see at the podcast, it is integrated in the text animation options in AE7.

Correct. Blur is now an option along with all the other normal parameters like Opacity, scale, tracking, etc.

It would be cool if in future versions of AE they could implement a sort of placeholder for effects right there, in the animatable parameters.
