    Looks like pixel motion frame blend, possibly from separate source footage, and a posterization effect, which can be done with curves.

    Interesting, how do you do a frame blend using separate source footage??

    Well, that’s what it looks like, but it’s not really possible to use a different source in After Effects. What I would try is the following, assuming the video is 6 seconds long (I didn’t time it):

    1) take still images of the video, at even intervals, about 1 second apart (so 6 or 7 stills for 6 seconds)
    2) make a video from those frames
    3) stretch the 6-7 frame video to the original length using pixel frame blending

    That might end up looking similar to this effect.
