Specifically that part. From 2:32 to 2:37… It looks like he’s using the Wiggler to… eh, wiggle it around, but what about the “enlarged” black blurs that follow his outline (and everything else)? Is there a name for this type of effect? thanks =]

Looks like a combination of Radial Blur (zoom)with possible masking, Camera Shake and Mesh Warp.
