What makes some MP4s able to run at 1/4 playback resolution and some not?
What makes some MP4s able to run at 1/4 or 1/2 playback resolution, and some not?
For example
In this image here
Notice that I only have the full option, I don’t have 1/2 or 1/4 as available options for playback resolution. The 1/2 and 1/4 options are both greyed out.

If you have a very high resolution clip, like 4k or higher, it can will play back at 1/16 or 1/32.
If your clip has low resolution, like 340×250, it will play back at Full only.
