    I’m not sure what you are seeing but you can just apply the fill effect to fill a mask with color. You can feather the edges of the mask, invert it, mask it with other masks, all within the mask controls.

    You can achieve that sort of effect by selecting your layer (in this case the Army guy on a transparent background) and then going to Layer/Auto Trace in After Effects. You’ll then get a new solid with the mask of the Army guy on it which you could then add a stroke or a fill to to generate the same type of effect as in the video.
