    Trapcode Mir may be used to produce the effect you are after. Unfortunately there are just a few tutorials out there.

    My first thought was it was done with Trapcode Form.

    Looks like Particular for the particles on their way to the screen and Form for the particle wipe effect on the screen.

    Mostly the Physics > Air> Turbulence settings, but also some controlling pre-comps for the instance of Form.
