    I’d say it looks like some powerful hum (from a power source, or cable) in your picture, but I haven’t seen that for years. Then again I judge from a youtube file that’s heavily compressed and long GOP, so the original defect probably looks a bit different…

    BTW video flicker and banding are two completely different defects, visually speaking.

    Another possibility is it’s caused by your shutter speed beating against the frequency of the lighting source, although, I don’t know why that’d happen on only one shot. Do you know what kind of lighting was used? How did you shoot this – camera, codec, framerate & shutter? It could also be rf interference from a close transmitter that was only on during that shot. I’m not sure if there’s a way to get rid of it. You might try the limit feature in the 3-say color corrector to remove/change the color of the bands. Here’s a link to a tutorial showing how to remove banding in DSLR footage. Hope it helps..
