    For some reason, when I paint in Vector Paint, the spot that gets painted doesn’t match up to where my cursor is.

    I have a Wacom tablet, which might have something to do with it; when I paint with the pen, the offset is always the same distance to the right and down, but if I use the mouse, the offset’s position varies.

    Painting works properly with Paint, but not Vector Paint.

    There are no other effects applied to this layer, no cameras, and no other layers. I created a fresh composition, and it didn’t make a difference. I have restarted the computer, so this isn’t a glitch that will quickly go away.

    Any thoughts?

    You have set your Wacom tablet mapping to “Scale to fit”.
    If you do not want to change that, you can go into Vector Paint Options and uncheck High resolution coordinates.

    Vector Paint uses the high resolution subpixel precision of Wacom tablets, but a bug in the Wacom driver causes an offset when the “Scale to fit” mapping option is used.
