I am putting together a video that has 29.97 fps and it will contain different video clips. I have different frame rates. Some are 23.97 fps. and some are 29.97 fps. What do I do to prevent the rendered video from being so jerky due to different frame rates?

It should’t be jerky. If you render everything at 29.97 Vegas will add the extra frames required to bring the 24p up to 29.97. It should be smooth unless you disabled resample for some reason.
