Unable to restart AE after install of Premiere

hmmn this can happen when the adobe installer quickly completes i.e unexpectedly quits but remains open telling you that it has finished the installation when in effect it actually hasnt. You see adobe programs when installed in the suite bundle for example all use the same in your case transmap file, translator and font server. the runtime files for these processes are all shared across all the programs to avoid the unnecessary use of space on the compilation of an individual one for each program. when you install the latest Adobe program these files are removed and replaced with the latest updated ones. so that is why upon searching i was not suprised that you were told to re-install the program. a few ways to avoid this happening again is top make sure that the adobe inataller is the only main process running at the time so that it can recieve a dedicated amount of ram also if there were any older versions of adobe products on your machine that you removed previously it wouldnt harm to do a clean up of your HDD as when you uninstall a program an awful amount of info and .dll files are left behind taking up space and can sometimes hinder the successful installation of future programs due in-compatability. yes i know it sounds confusing but it does happen. i recommend this program https://www.ccleaner.com/ .

Error “sfntread library error (83::4)” when you start After Effects CS3 (Windows)
ISSUE

When you start Adobe After Effects CS3 on Windows, the program returns two error messages and does not start:

After Effects error: sfntread library error (83::4)
and
After Effects warning: Unknown BIB Error. sfntread library error, CT, 0 (83::4)

SOLUTION

Disable the System DLL Fragmentation Workaround.

Navigate to the After Effects preferences file:
Windows XP: C:Documents and SettingsApplication DataAdobeAfter Effects8.0
Windows Vista: C:UsersAppDataRoamingAdobeAfter Effects8.0
Double-click on the AfterFX8.ini file to open it in Notepad.
In the [System DLL Fragmentation Workaround] section, change the Enable Workaround=1 value to Enable Workaround=0.
Choose File > Save.
Close Notepad.
Start After Effects.

Hi. I’m from Brazil and my english is not so good, so i hope you can understanding me.

I have the same problem with AE 7, try all the others guys said to do and nothing works. Then I remember one thing: UNICODE is a therminology for fonts, and I had download some fonts one or two days before and when delete this fonts the problem just gone with their.
So what I recomend you to do is:

Go to windows Fonts folder and delete the fonts that have the name follwed by UNICODE Trade Mark and the others in red collor named.

That works in my case
