When I try to drag an imported .avi (codec: Cinepak) on the the timeline, I get a red circle with diagonal “not allowed” symbol. This is the file: https://www.mediafire.com/?nvdwjzitvde – any reason why it shouldn’t be imported? It plays just fine on my PC. It was rendered by Google Sketchup 7.

It works perfectly fine on my timeline in Vegas Pro 9.0e 32-bit. Are you using Vegas Pro 64-bit by any chance? That would cause this problem. Cinepak is quite an old codec and will never have 64-bit support.
