Turn video into double time video for regular speed fast motion
I realize the title may be confusing. so thanks for taking a look anyway.
I would like to produce an effect similar to this video:

It looks to me like it was captured at half speed and then played back at normal speed. I would like to know if there is a reliable and straight-forward way to drop every other frame from my 30 fps source file so I can reproduce this effect.

The opposite of this effect first appeared several years ago in the music video of a popular female performer, forget who though. She was lip-syncing to the song, but all her movements appeared in slow motion.
I believe they simply played the song at 2x speed and she lip sang to that, then when the video is slowed to 50%, the video then syncs with the normal speed song.
In your example, they must have slowed the song to half speed and had the performers lip sync to it, and then sped up the video playback to 2x speed in the NLE, along with the normal-speed song.

Ok that makes sense. Thank you. I thought it was a process of dropping frames to make it look jittery and sped up.
