Trying to find a Website I’ve seen before showing how to simulate snow/winter scene

I am raking my brain on where I saw a couple of tutorials on somebody’s website that created a winter/snow scene and a raining scene. I think they site provided the veggies as well and he had a couple of winter photos that he had taken as a background to make it look realistic. I’ve googled this and I can’t find it anywhere. Can any of you point me to this site?

There’s a snow veg on this site. A rain scene/veg doesn’t sound familiar but a search of this same site may turn up something.
