bought trapcode form, figured out how to use it on its own, but can’t seem to figure out how to get my footage affected by it. Should the footage be on the bottom layer and the effect on an adjustment layer or am I missing something?

Trapcode Form is a generative effect. It doesn’t take input the way you’re thinking. You need to tell Form to use a specific layer to color its particles, using the Color and Alpha layer map.

Layer maps are pretty well-explained in the documentation (included with the installer), and you can see them in action in this text-to-sand tutorial [link].
