When I try to create a new title the creation window is to small. What can I do to size it bigger?
I use Premiere Pro CC vs 7.2.2 (33) on a Mac MacBook Pro Retina OS X El Capitan 10.11.6 and on the timeline there is a .mp4 video.

Grab an edge of the window and make it larger. Like you would do for a Finder window.

That doesn’t work, I cannot grab the corners. I’m talking about the black rectangle inside the gray area of the Title designer panel (image enclosed)

What is the resolution of your title? If you’re using a standard resolution then the view should scale to fit. I tried with some weird small non standard resolution and it doesn’t do that.

I think that is the key to the problem, I changed the resolution to 500×400 and the black rectangle became bigger, then I went to the effect controls and brought the scale to 71 and think it solved my problem.
