    I have used the time offset in the step effector to offset animation, however, when using the spline effector, i need the ability to offset the animation toward the spline and i can’t seem to do that. In other words, I need the clones (from a cloner object) to get to their target on the spline one at a time instead of all together. What am i missing?

    You need to use and animate the falloff. Make it grow over time and adjust its position inside the cloner – the more clones it encompasses, the more of them will stick to the spline.
