What is the best way in vegas (7) to pause a clip at a specific frame for a period of time, resume it, and change the playback rate at several points during the clip?

Assuming that this is the pro version of Vegas and not Movie Studio or Platinum (as they don’t have it), a Velocity envelope will do everything you need.
Add two nodes (points) at each spot and ramp the speed up or down (-100% to 300%) as needed.
