Yep, the right side wrench is gone. It’s replaced by a pair of buttons in the Inspector when you click on your Storyline. An Audio tab – and a Apply Custom Name tab.

Project properties are set by (naturally) first targeting the Project in the Library – then in the Info Pane of the Inspector, you’ll see a Modify Settings button.
Click that and it brings up the Project Properties window.
You can set the Project parameters there.
