i would like to know how can i find a tutorial for making my hands like “the gifted” with green and it should follow my movement .
i need to to like my hands are with radio active ☺please advice

If you have V 16 of Vegas, then go to this tutorial. (skip to 1:48)

If you don’t have V 16, then get the free version of Hitfilm, make your FX and import to Vegas. Both are compatible and share the same plugin.
