the ‘Effects and Presets’ pallette
i’m using ae 7… is there any way to better organize this pallette, so that i only see the handful of effects i actually use?

You could create an animation preset for each of the effects you use at the default stat then make a fold named _my effects and put them inside.
then this folder would show up at the top and work just like the effects.
