how I can make the animation with expression if I use turbulence displace effect for the text animation?

You would need to sampleImage() your noise and use the value as a selector.
If you don’t really need the actual turbulent noise as a texture somewhere else, this might be faster to do with the noise() function.Very close to what Dan did in this old gem of a tutorial:
