    Digieffects Damage is likely the most powerful set of tools for this type of thing…

    If you do not want to spend money on 3rd party effects.
    Windows Movie Maker has damaged TV.

    Not brill but you could try rendering out that segment, put it in Windows Movie Maker, adding effect, rendering from WMM and putting it back in Premiere.
